All governments have struggled with a solution to meet the costs of the social care - helping with things like washing, eating and the non-medical needs of the elderly and vulnerable.
David Thompson spoke to Health Select Committee chairman Stephen Dorrell and Michelle Mitchell, director of Age UK, as a new set of proposals are being discussed.
